SEFLIN Board Appoints Tom W. Sloan as New Executive Director

The SEFLIN Board of Directors is pleased to report the appointment of a
new Executive Director, effective October 18, 1999. Tom W. Sloan comes to
us from the state of Delaware, where he has served as State Librarian and
Director of the Delaware Division of Libraries for the past eight years.

After receiving his Bachelor's degree from the University of Tennessee,
Sloan began his career as a Middle School teacher of language arts in
Nashville, Tennessee, and a Special Education teacher in Islamorada, Florida.

He then worked for the Key West Art and historical Society and at the
Tennessee Williams Fine Arts Center at the Florida Keys Community College.

After receiving his Master's degree in Library Science from Florida State
University, Sloan worked for several years each at the libraries of the
University of North Alabama and the University of Delaware. In 1990, he
was appointed Deputy Director of the Delaware Division of Libraries/State
Library of Delaware, and was appointed Director in 1991. During his
tenure at the State Division of Libraries, Sloan also received a Master
of Public Administration degree from the University of Delaware.

Sloan has served as a consultant and has been active in ALA, where he is
currently chair of the Lippincott Award Committee and the OITP Advisory
Committee on Intellectual Property. He is active also in ASCLA and COSLA.

While in Delaware, he has enhanced library cooperative efforts and been
responsible for spearheading DelAWARE, the state's digital library effort.

The Board is pleased to have attracted a candidate of Sloan's stature,
and we look forward to an exciting period under his leadership, as SEFLIN
continues to evolve.

CONNECTIONS

SEFLIN Moves Forward
by Dr. William Miller

My junior high school French teacher, Mr. Samuel Bakove, also spoke many
other languages, and served as a translator for the U.S. Army during WWI.
I always remember him telling us that although he did speak German, he
also knew enough to keep his mouth shut about that fact, thereby probably
saving himself from having to serve on the Western Front.

I am not as smart as Mr. Bakove, or perhaps it's just that after 12 years
of serving on the SEFLIN Board, including being president and treasurer
several times, I couldn't really pretend not to speak "Seflinese."
Therefore, I was drafted (to continue the military metaphor), and am
temporarily serving as Board Liaison to the SEFLIN office, in which role
I am helping to keep things on track until a new Executive Director joins us.

This temporary responsibility has shown me another side of SEFLIN. What
impresses me most is how dedicated and competent the staff are.

SEFLIN: Growing, Changing
The other amazing thing is to see how much SEFLIN has grown and changed.
We have always had good Systems staff, but we now have professionals in
the areas of continuing education and training, publications and public
relations, and accounting and auditing.

After 15 years, SEFLIN has matured into a fully functional organization
which is a model of its kind. Thanks to the leadership of our previous
executive directors, we have established a national reputation, which has
allowed us to attract excellent candidates for the position of executive
director.

History of Innovation
SEFLIN has always had a history of innovating, and being able to
recognize when innovations have run their course and need to be changed,
updated, or dropped. For instance, your Board of Directors is hard at
work right now updating our involvement with the Free-Net and its
associated  services.

When we began the Free-Net several years ago, we were the first to offer
free e-mail in our area, and we pioneered many other innovations and
services. Now, people have many new options, but some of our core
services remain valuable. I cannot say at this moment what the final
outcome of the Board's planning will be, but our history makes me
confident that the result will make sense and be beneficial to our
libraries and their users. While the wheels of SEFLIN continue to move
forward smoothly (quite literally, in the case of our van delivery
service), we need to continually rethink all of our services, even the
van delivery in light of the new state-underwritten DLLI delivery
service. Time has a habit of not standing still, but SEFLIN can negotiate
these changes over time and remain a highly agile, useful, functional
organization in the process.

The main thing for all of us to remember is that SEFLIN is an
organization created by the libraries of Southeast Florida, and funded
primarily by those same libraries, for the benefit of the member
libraries, their staffs, and the people who use our libraries.

Whatever most benefits us, and our users, is what SEFLIN needs to be
doing, and should continue to focus on doing for the foreseeable future.
If there is something you think that SEFLIN should be doing, please
contact me or another Board member, and we will look into it. It is up to
all of us to improve our "Seflinese" and keep our organization moving in
a useful direction.

If you ask Bill Miller what he would most like to be known for
accomplishing at FAU, you would think he would mention that he was
honored as Library Friend of the Year by the Friends organization for
technological improvements, collection enhancements, and support of staff
over the past ten years. You would expect that he might point out that he
has more than 50 publications to his credit. Or you would think he might
call attention to his instrumental role in the development of FAU's
Judaic and other special collections.

But he doesn't mention any of those things. Instead, when asked what FAU
accomplishment he'd most like to be known for, Miller said, "hiring a
great, hard-working staff, with a user-friendly attitude." Miller said
having this top-notch staff is key to keeping FAU Libraries ahead of the
curve with new technology and electronic information, while continuing to
provide traditional services.

As FAU Director of Libraries, Miller oversees libraries at all FAU
campuses, including the new John D. MacArthur Campus Library in Jupiter,
a staff of 80, and a budget of more than $5 million. In addition, Miller
serves on a number of boards and committees, is editing a book with a
colleague, teaches an FAU English class three times a week, and
occasionally, also, teaches a library science course for USF's extension
program.

On August 4, Miller added one more project to those he is currently
juggling, when he became Board Liaison to SEFLIN until the new Executive
Director is in place. As Board Liaison, Miller will represent the SEFLIN
Board, make managerial decisions, and perform essential managerial functions.

"The Board foolishly thought I knew a lot about SEFLIN and therefore was
the right person to keep things going in the interim," Miller said,
exhibiting the dry wit for which he is known. It is clear why Miller was
the choice for Board Liaison. As one of SEFLIN's longest standing Board
members, Miller has held every office on the SEFLIN Board, is serving his
fifth year as Board Treasurer, is serving on SEFLIN's Executive
Committee, and has a strong commitment to SEFLIN.

"SEFLIN is an unusually successful multitype library consortium," Miller
said. "There are a lot of cooperatives, but most are single types. Few
have as much member involvement as SEFLIN, in terms of committees and
governance. My role here is a reflection of the depth of member involvement."

"I'm sure it will benefit me and I will gain much deeper appreciation and
much more in-depth perspective and knowledge of SEFLIN," Miller said.

Miller's library experience and education span two countries and several
states. He possesses an M.A. and Ph.D. in English and American
Literature, an MLS in Library Science, and is multi-lingual. He started
his library career in 1970 at the University of Rochester while he was a
graduate student in English and American Literature. In 1974, he was
awarded a fellowship and began working on his MLS at the University of
Toronto, where he continued his library work.

In 1976, Miller was hired as Reference Librarian for Albion College,
Michigan, where he also served as an Assistant Professor of English. In
1980, Miller became Assistant Head of Reference at Michigan State
University, and in 1982 was promoted to Head of Reference and Government
Documents Departments. Bowling Green State University, in 1984, hired
Miller as Associate Dean of Libraries and Learning Resources, and as an
Associate Professor of English. (For more detailed information, please go

In December 1987, Miller was hired as FAU's Director of Libraries. "I
love my work," Miller said. "I love being Library Director at FAU. I've
never been bored."

"My goal is to keep FAU ahead of the curve with new technology and
electronic information, while continuing to provide traditional
services," Miller said. The only things that stand in the way of his
plans are time and the money to do all that needs to be done. As for
time, although Miller admits that there's always more to do than he can
get done, he likes it that way. As for money, he just smiles.

Change: A Journey Down Memory Lane and Into the Next Millennium

Happy 15th Anniversary SEFLIN! From fax to Free-Net and into the new
millennium, SEFLIN and our members have come a long way riding the
exciting and sometimes scary roller-coaster of change. This is a time to
celebrate our past 15 years and look ahead to the future. As Bob Dylan
sang, The Times They Are A-Changin'."

Change is the theme of SEFLIN's 1999 Annual Meeting and 15th Anniversary
celebration, which will take us on A Journey Down Memory Lane and Into
the Next Millennium. And who else better to talk about change than
SEFLIN's new executive director, Tom W. Sloan, who will be formally
introduced to our members on November 19 as the keynote speaker for the
Annual Meeting.

SEFLIN's new Executive Director will be leading SEFLIN's next wave of
change, as we implement SEFLIN's new strategic plan. As we celebrate,
it's a time to reflect on the memories and look to the future as an
exciting time filled with new challenges.

SEFLIN's new Executive Director will take center stage in blowing out the
candles on our 15th Birthday cake along with SEFLIN's Board of Directors
and a number of VIP guests who are key to SEFLIN's history.

The SEFLIN Annual Meeting will also feature presentations of SEFLIN
Awards, Annual Committee highlights, and poster sessions and exhibits,
which will focus on our theme of Change.

As part of the fun-filled, year-long celebration, SEFLIN has special
plans for an anniversary logo, and a number of anniversary products and
projects, including a Web page, an historical collection of personal
interviews, an anniversary annual report, and a series of press releases.
Also for our anniversary, we are developing a 15-year time line, special
mouse pads, and 15th Anniversary Awards.

Joint Projects

NSU and BCL Partnership Creates New Library
Nova Southeastern University and Broward County Library have formed an
unusual partnership to create a new joint-use Library, Research, and
Information Technology Center at an estimated cost of $41 million. The
partnership is unusual in that it pairs a private university with a
public library. The 275,000-square-foot library will be built on NSU's
main campus in Fort Lauderdale and will house more than 800,000 volumes,
a 500-seat auditorium, two exhibit galleries, and 20 electronic classrooms.

SEFLIN Members/Association of Jewish Libraries

Local libraries and librarians were active participants as organizers,
presenters, volunteers, and attendees at the 34th Annual Convention of
the AJL held in Boca Raton, June 20-23, 1999. Almost 300 librarians from
all over the world - the USA and Canada, Israel, Argentina, Mexico,
Spain, Netherlands, Switzerland, and Curacao - attended the convention.

Lectures on topics of Judaica and general librarianship, local Jewish
communities, and more were presented by national and local presenters.
Local support was given by the Miami Institute of Psychology, Florida
Atlantic University, Nova Southeastern University, University of Miami,
and SEFLIN. Also SEFLIN was present in the exhibit area demonstrating SHELLS.

Staffing the SEFLIN booth were Leecy Barnett, Lynn University; Jeannette
Neuschaefer, St. Thomas University; Bonnie Marshak, Nova Southeastern
University; and Elizabeth Curry and Angela Feig, SEFLIN.

The convention evaluation demonstrated that participants were delighted
with the program, setting, and organization of the convention. "We are
thanking all the participant libraries and librarians that made this
convention a great success," Schwarzer said.

Barry University

Barry University Aquires Law School and Library

Barry University recently acquired the University of Orlando School of
Law, which it has renamed Barry University of Orlando School of Law.

Broward County Library

Broward is Booming

Broward County Library is holding a series of public meetings where
community members can learn about plans for projects included in the
library bond issue that was approved by voters last March, and share
their ideas with library administrators. Broward County's Bond
Implementation Plan was approved unanimously by the Broward County
Commission at the June 1 meeting. Current plans for the African-American
Research Library and Cultural Center and Stirling Road Branch Library,
and the bond issue projects for northwest and southwest regional
libraries, will create nearly 200 more jobs for library staff in the next
two years.

Happy Birthday BCL

Broward County Library continued its year-long 25th birthday celebration
with two big events for staff and library supporters. On June 18, "An
Evening of Stars" birthday bash was held for staff at the BCC North
Campus. More than 400 staff members enjoyed food, music, and memories of
25 eventful years. Library pioneers were saluted at a reception and
program on July 23. Honorees included the League of Women Voters, county
and city officials, Friends of the Library, and advisory board members,
who campaigned for a county library system in the early 1970s.

BCL Director Receives Distinguished Alumni Award

Broward County Library Director Samuel F. Morrison was selected by the
University of Illinois at Urbana-Champaign Library School Alumni
Association (LSAA) to receive the 1999 Distinguished Alumni Award in
recognition of his achievements as a public library administrator in
Florida and Illinois. Morrison has been director of Broward County
Library since 1990, and served as Deputy Commissioner and Chief Librarian
for Chicago Public Library from 1987 to 1990.

Spinning a New Web

FIU Libraries have an updated Web site at http://www.fiu.edu/~library/.
The Web site has a new look and has rearranged its links to services and
resources to make them more user-friendly.

Kendall Campus
People on the Move

At MDCC's Kendall Campus, Gloria Bedoya was recently promoted from
Library Technician I to Library Technician II.

Miami-Dade Public Library System

Miami-Dade Public Libraries may benefit if Miami-Dade voters approve
Mayor Alex Penelas' "Transit not Tolls" Plan to improve and expand the
county's transportation system. If the referendum vote passes later this
year, the added penny sales tax is expected to generate about $240
million a year. Monies freed up from the County's General Fund could be
released and be made available for items such as library books and
non-library programs for young children. Current plans call for setting
aside an estimated $5 million each year for the purchase of library
materials. Included in the sum is $1 million set aside for the six
municipal libraries that are not part of the Library System. In May, the
Library Advisory Board voted unanimously to support the Mayor's plan.

"Improving our transit and transportation systems is just one component
of my plan to improve the quality of life and productivity of all our
residents," said Mayor Penelas. "Enhancing our libraries is yet another
important way to enrich the lives of our youngest residents and unlock
their potential for an even better future."

This marks the second consecutive year in which the Mayor, an avid reader
and father of two young boys, has proposed a rescue plan for Miami-Dade
Public Libraries. Last summer, he strongly supported County Manager
Merrett Stierheim's proposal adding $1.75 million to the Library's budget
for the sole purpose of purchasing books for the Library's collection. An
additional allocation of $812,000 enabled the library to fill vacant
positions. The proposal was supported and approved by the Miami-Dade
County Commission.

If approved by voters, the proposal could assist in replacing the
Library's Book Trust as the dedicated fund for the purchase of library
materials. The Trust, originally approved by voters in 1988, was intended
to last ten years. Through careful management, the funds will last
through Fiscal Year 2000/2001. However, after the funds are depleted, no
other dedicated sources of revenue exist for the purchase of new books
and other library materials.

Miami Dade Public Library System Receives $500,000 Award

Marking the centennial period of Andrew Carnegie's gifts to establish
public libraries in New York City and more than 1,350 other communities
across America, the Carnegie Corporation of New York has awarded $15
million to 25 public libraries in cities serving large culturally diverse
populations. Miami-Dade Public Library System, serving a population that
is 64% foreign-born, was among the 25 chosen libraries.

While the library system has always provided foreign-language materials,
the collection is inadequate to meet the growing demand. The $500,000
grant will be used to purchase language instruction books, audio
cassettes, videos and reading materials in English, Spanish, French and
Creole. Citizenship classes held in the branches will be supplied with
books on citizenship and the immigration process. Books will also be
purchased on a range of practical subjects, along with bilingual
materials to foster family literacy and cross-cultural understanding.

University of Miami

Former UM Director of Libraries Dies

Archie L. McNeal, former director of libraries at the University of
Miami, died on Wednesday, July 21, in Miami, Florida. McNeal, a long-time
UM administrator, was 86.

Having served UM for 27 years, McNeal joined the university in 1952 as
Director of Libraries until his retirement in 1979. During his tenure,
the holdings of the university's Richter Library grew from 273,000
volumes to approximately 1.4 million volumes.  McNeal also oversaw the
construction of the university's central depository, the Otto G. Richter
Library, which was completed in 1962.

"Dr. McNeal served the University of Miami extremely well for a pivotal
period in its growth. Building the central library during his 27 years
was critically important to this young research university. We will
always remain grateful, and we will miss him," said Edward T. Foote II,
President of the University of Miami.

Throughout his career, McNeal was a visiting professor at the library
schools of Florida State University, the University of North Carolina,
and Columbia University. Prior to joining UM, McNeal held library
positions at the University of Tennessee and East Tennessee State
College. He also served in a number of elected and appointed prestigious
positions.

New SEFLIN Staff Member

The SEFLIN staff welcomes Peg Cooke, our new Marketing Assistant, who
previously worked for Broward County Library. She will provide support
for Communications and Marketing, and the SEFLIN Academy Continuing
Education program.

SEFLIN Retains Tax-Exempt Status

House and Senate bills have been signed by Governor Bush to allow SEFLIN
and the other multitype library cooperatives to retain their tax-exempt
status. This is very good news for SEFLIN and our members.

SEFLIN Academy You Have the Power!
Soaring To Excellence 2000

Great news! SEFLIN has negotiated a consortium rate for the College of
DuPage's sixth Soaring to Excellence teleconference series.

SEFLIN will be providing this opportunity at no cost to all members who
have the ability to downlink satellite transmissions at their
institutions. We intend to present all three sessions in all five SEFLIN
counties. Each session is scheduled from 12 noon until 1:45 p.m.

This year's theme is You Have the Power. This series is intended to
provide library staff members with the tools to empower you in the
library workplace.

Success in the Library Workplace: You Have the Power will be presented on
November 19, 1999. Note that this conflicts with SEFLIN's Annual Meeting;
however, the College of DuPage has granted us permission to videotape all
teleconferences. SEFLIN will make the tapes available for loan. If there
is some reason you cannot attend the annual meeting, you may wish to
attend this session.

Internet Power: How to Get It, How to Keep It, How to Pass It On will be
presented on January 14, 2000.

Information Power: What is It, How to Know It When You See It, How to Use
It in Your Library will be shown on March 24, 2000.

15th Anniversary Map

SEFLIN's Circulation and Access Committee deserves kudos for spearheading
the creation of a new map, listing all SEFLIN member institutions and
sites, just in time for SEFLIN's 15th Anniversary.

"Big Easy" Meeting Was Lots of Work

Library Association Conference in New Orleans, better known as the "Big
Easy." Here are some interesting highlights from the Federal Depository

Background Notes

Background Notes has ceased publication. However, through an interagency
agreement, it will still be made available through the Depository Library
Program and is available on the web at
http://www.state.gov/www/background_notes/.

American FactFinder

The Census Bureau is highlighting American FactFinder located at
http://factfinder.census.gov/.
According to the Census, "American
FactFinder is a new data access and dissemination system that provides
useful facts and information about your community, your economy, and your
society. The system will find and retrieve the information you need from
some of the Census Bureau's largest data sets." The 2000 Decennial
Censuses of Population and Housing will be available through American
FactFinder.

U.S. Atlas

The National Atlas of the United States, located at http://www-atlas.usgs.gov/, has
added greater functionality and new layers. You can click the Atlas Maps
button to design and explore your own map or to view interactive
multimedia maps. The map pages require the use of Microsoft Internet Map
Explorer 4 or Netscape Navigator 4 with frames enabled. A screen
resolution of at least 800 by 600 pixels is highly recommended. Multimedia
maps require Shockwave, a web browser plug-in that can be downloaded from
the National Atlas pages. 

USGS Online Map Lists

Information on more than 60,000 topographic maps available for listing and
searching can be found at http://mapping.usgs.gov/mac/maplists/.

Looking for DRG's (Digital Raster Graphics)? According to Rae Muller from
the United States Geological Survey (USGS), try http://data.geocomm.com/. Digital
Raster Graphics, for the uninitiated, are scanned images of a United
States Geological Survey standard series topographical map, including all
map collar information. The GIS Data Depot has USGS Digital Raster
Graphics and National Wetland Inventory Maps. More than 46,000 24K, 25K,
63K, 100K, and 250K USGS DRGs are now available for FREE download at the
GIS Data Depot. 

New at GPO Access!

GPO Access now has site search capability. The Online Bookstore is now a
secured site. You can currently browse through bills and the GPO Style
Manual is coming soon.

Deposition transcripts of United States vs. Microsoft Corporation are
available for sale on CD-ROM from Superintendent of Documents. The CD-ROM
includes redacted transcripts of depositions taken between July 9, 1998,
and February 4, 1999, and is indexed. Price is $52. The CD is also to be
released through the Depository Library Program.

1999/2000 SEFLIN Committee Leadership

The SEFLIN Board of Directors has approved the following SEFLIN committee
leadership for the term of October 1, 1999, through September 30, 2000.
The SEFLIN Board voted to "sunset" the Free-Net Local Content Committee
and Free-Net Training Committee. Also, the Board has asked that all
committees, with the exception of LAM and ILL, postpone their meetings
until November, when SEFLIN's new executive director will be on board.

Sun Seekers Leadership Institute Keynote Kickoff:
Personal Reflections on Leadership in the New Millennium

Kate Nevins, Executive Director of SOLINET, will share her insights into
library leadership as the keynote speaker for the SEFLIN Sun Seekers
Leadership Institute kickoff on October 27, 1999. The kickoff speech is
open to all staff of SEFLIN member libraries. In her speech, Personal
Reflections on Leadership in the New Millennium, Nevins will focus on
three themes:
- Leaders I have known.
- Taking a personal leadership inventory.
- Walking the leadership walk.

Her message for existing and emerging leaders is that a few individuals
with the right leadership skills can make a difference in shaping the
future, despite significant challenges and changes.

Nevins acknowledges that her biggest personal leadership challenge is
that of guiding SOLINET during a time of profound change for libraries.
Changes in technology, funding, and the public's expectations of service
are all challenges for existing and emerging leaders of libraries and
organizations such as SOLINET and SEFLIN. "This is a time when libraries
are working to effectively define themselves for the future," Nevins
said. "Leadership of vision and knowledge are instrumental in affecting
that future."

Nevins will also discuss the profound influence her work as a consultant
to the United States Information Service (USIS) in Latvia and Russia has
had on her view of successful leadership and leaders.

"These countries are so committed to growing an information
infrastructure despite limited resources, because they want to further
the growth of democracy and economic development," Nevins said. "It is so
interesting to see the direct tie between information availability and
the goals of economic growth and democracy."

"It was also an opportunity to see what a difference a few individuals in
those countries can make as leaders, because we talk about that here,"
she added. "There it is so clear. Here in the U.S., we are so resource
rich in comparison and therefore our opportunities to change society
profoundly are greater."

Nevins' views on leadership should give the Sun Seekers food for thought
as they develop their skills and their vision of libraries in the year
2000 and beyond.

This second class of 30 Sun Seekers was selected by their Library
Directors to participate in the year-long SEFLIN Leadership Institute, a
program designed to develop and enhance the leadership skills of
librarians who will lead the SEFLIN libraries into the 21st century. For
